После того, как вы сказали про проблему двойной загрузки, я полез искать решения и уже натыкался на эту статью и предложенный вами драйвер. Я уже пытался его скачать, но безрезультатно. Тем не менее я решил еще раз переустановить его. После чего в arch, в выводе команды

Я не очень понял, что произошло конкретно, но понял, что
bluetooth-mesh.service
творит что-то непонятное. Я просто отключил его и все заработало. Огромное спасибо всем, пытавшимся мне помочь! В целом вопрос закрыт, но если вам не сложно, хотелось бы понять, что произошло.

что то похожее еще решалось и так - заходим в BIOS, отключаем wi-fi и проверяем работу bluetooth, если заработало, возвращаем все на место.
Пробовал, не получилось.

виндовый драйвер мешает загрузке firmware
Если это так, то если попробовать удалить драйвера на windows, то на arch все должно заработать.

похоже проблема в двойной загрузке
Видимо, это действительно так. Я решил поискать по данной проблеме решения на форумах и даже переустановил драйвера на windows, что убило все сетевые интерфейсы в arch и отрезало мне путь не только к блютузу, но и к вайфаю. В итоге я откатился к изначальной версии драйверов, но bluetooth по-прежнему не работает. Можно считать, что ничего дельного для себя в поисках по данной проблеме я не нашел, поэтому...

В биосе блютуз ни как не выключается ?

bluetoothctl от рута попробовать

systemctl stop bluetooth.service
sudo  /usr/lib/bluetooth/bluetoothd -n -d
#будет видно что делается
sudo bluetoothctl
[bluetooth]#list
[bluetooth]#devices
Можно еще лтс ядро попробовать

У меня двойная загрузка с Windows, но все манипуляции, описанные в обсуждении, которые вы прислали, мне не подошли (там у людей вход в Windows на время делает bluetooth адаптер видимым для linux). У меня же
