sway загружает модуль nvidia

модуль в блэклисте и сам не подгружается. Только sway его подтягивает
А если грузить nouveau при загрузке? Вы вообще его из блэклиста (/usr/lib/modprobe.d/nvidia-390xx.conf) убрали?

nouveau не установлен и из блэклиста не убирал по той же причине.
Ведь все крутиться должно на интеграшке intel, собственно все и крутиться - кроме sway.

Он в ядре, уберите из /usr/lib/modprobe.d/nvidia-390xx.conf и попробуйте перезагрузиться
хотя вроде пишут про проблемы с мультиGPU

О он перестал тормозить запущенным в иксах на блобе
Собственно и грузится то на интегрированной как я вижу.
