Пакеты - Официальные репозитории - pacman - Source Files - pacman.conf.x86_64
Скачайте пакет pacman, и распакуйте архиватором. Если система стоит давно, то смотрите в /var/cache/pacman/pkg/, он там тоже должен быть.
